The Australian federal government has a programme to insulate your ceiling for free. It was recently changed from $1,600 to $1,200 but that should still cover many houses, with others requiring you to spend a small amount to top it up.
I think this rebate programme is about the best environmental measure the Australian government has made so far, and will continue to supply benefits for the lifetime of the insulation. These kinds of low-tech, less-sexy ideas have immediate economic and employment benefits, save consumers money and give long-term benefits in terms of energy intensity.
